The monthly number is the easy part of an agency decision. The expensive part is the exit: how long you are committed, how much notice you owe, and what happens to four years of service pages and location pages when the relationship ends. Those three answers move real money and two of them are usually missing from the website.
One thing this page does not do is treat silence as guilt. A company that publishes nothing might have perfectly ordinary terms. The score reflects what you can check before you commit time to a sales process, which is a different thing from whether the contract is fair.

No initial term, or a stated month-to-month arrangement. You can stop without buying your way out.
The safest place to start if you have been burned. It also tends to cost more per month, because the agency is carrying the risk that you leave in week six.

The question that gets a real answer
"Is there a contract?" gets a reassuring answer from everybody. The version worth asking is: send me the initial term, the notice period, and the clause covering what happens to the website and the data if I cancel in month four. An agency that has those three to hand will send them. One that needs a call first has told you something.
The vocabulary is worth knowing before the call. Notice period, buyout clause and site ownership are three different things and agencies answer them as though they are one.

When two agencies score similarly overall but diverge on the contract criterion, prefer the one that lets you verify exit, ownership and territory before you sign. That single difference has ended more HVAC SEO retainers than creative disagreements ever did.
